THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES
The regular meeting of the
Burk’s Falls Council was called to order at 7:00 p.m. on Tuesday,
October 27, 2009. All members of Council and the Village
Foreman/Water-Wastewater Operator were present.
Councillor Ron Russell declared a conflict of interest regarding one of
the delegations.
Delegations to the meeting were the following:
1. Peter Febel-Santa Claus Parade Marshall asking for Council’s
assistance with safety and congestion issues at the Arena/Legion where
the parade finishes. Council is willing to assist and informed Peter to
also speak with the Agricultural Society.
2. Louisa Moffit & Michelle Tamblyn regarding pedestrian crossings on
Ontario Street/Highway #520 and on Yonge Street at M.A. Wittick School.
Her presentation on the safety issues included a petition with numerous
signatures supporting the need for crossing guards and crosswalks.
Village staff will check with other municipalities with crossing guards
to get their input and what signage is required.
3. Norm Mason, business owner, requesting an extension on his existing
permit to operate a used car lot. Council will extend the permit which
will be reviewed on an as required basis.

The Council for the Village of Burk’s Falls purchase a wreath in the
amount of $57.00 for Remembrance Day services.

That the Council for the Village of Burk’s Falls has no objection to Vic
Fell Memorial Legion Br. 405 closing Ontario Street from Queen to Yonge
Street and Yonge Street from Ontario Street to Centre Street on November
11, 2009 for the Annual Remembrance Day Parade provided the Ambulance
Services, Fire Department and Ontario Provincial Police are notified of
this closure from approximately 10:30 am to 12 noon.

The Council for the Village of Burk’s Falls have read By-law No. 15-2009
being a by-law to exempt properties from taxation for the general
portion of the taxation levy;
And the Council authorizes the Reeve and the Clerk to sign this by-law
and affix the Seal of the corporation thereto.

Parade Committee for 2009.

entrance permit for Brian Morgan at 143 Houston Street.

The Council for the Village of Burk’s Falls approve the application to
conduct a raffle lottery as presented by the Almaguin Minor Hockey
Association provided all regulations are adhered to.

The Council for the Village of Burk’s Falls approve the application to
conduct a raffle lottery as presented by the Burk’s Falls and Area Food
Bank provided all regulations are adhered to.

The Council for the Village of Burk’s Falls support in principle the
request from the Burk’s Falls & District Fire Board for a paid permanent
Fire Chief position, hours to be negotiated and determined.

The Council for the Village of Burk’s Falls oppose any consideration of
closing South River Public School by the Near North Board of Education
as this school is seeing an increase in enrolment evidenced by the
current necessity of 3 kindergarten classes and the classrooms in this
school are full;
The South River Public School is vital to the communities of Machar,
South River, Lount and Laurier and the ministry of Education should be
petitioned to update building infrastructure and to properly fund and
recognize the value of rural public schools.

WHEREAS community social service workers are vital to the quality of
life within all Canadian communities; and
WHEREAS community social service workers provide crucial services to
families and children; people with disabilities ; respite care; people
and families dealing with substance abuse; women and their children in
transition houses or sexual assault centres; Aboriginal Peoples; as well
as services to new Canadians; and
WHEREAS the quality of these services depends largely on the dedication
of trained workers who provide these services; and
WHEREAS the availability of these services helps improve the quality of
life for everyone, while making our communities stronger and more
stable; and
WHEREAS greater recognition and understanding of the critical role these
workers play in our communities are needed to ensure the continued
availability and improvement of services; and
WHEREAS awareness and support for these services begin at the local
level;
NOW THEREFORE BE IT RESOLVED THAT the Council for the Village of Burk’s
Falls proclaims November 6, 2009 as Community Social Service Workers
Appreciation Day.

The Council for the Village of Burk’s Falls approve the Accounts Payable
as presented up to and including October 27, 2009 in the amount of
$303,882.11 and hereby authorize the Clerk/Treasurer to issue cheques
for same.

legal matters at 21:40 p.m.
