THE VILLAGE OF BURK’S FALLS The regular meeting of the Burk’s Falls Council was held on Tuesday, September 22, 2009 at 7:00 p.m. Present were Reeve Cathy Still, Councillors Rex Smith, Ron Russell, Bruce Campbell and Lewis Hodgson. Lewis Hodgson declared a conflict on the Ontario Street closing. Delegations to the meeting were the following: 1. Marilyn Mason and Mary Anne Miners of the Burk’s Falls Art Club attended in order to negotiate the continued use of the Art Centre (old Bookstore). They stated that the Art Club has no funding and they were looking for Village support in terms of the costs to operate the Centre during the remainder of the year through to next year. Council is supportive of the Art Club and Cathy Still stated that we would estimate the costs to operate the building and get back to them. Marilyn Mason also stated that the Club would be hosting an Art Show in 2010, which will be a big event and draw lots of people to the Village. 2009 was a good year in their opinion, with 380 people signing the registry book in the Art Centre. Council stated their pleasure with the Centre and its members for 2009. 2. Rocco Mortelliti attended regarding the problems he is experiencing with parking for various business locations he owns in the Village. Council agreed to investigate a severance for his property at 111 Yonge Street to facilitate parking at that location. Mr. Mortelliti agreed to absorb all costs associated with this severance. Council agreed to reply back to him with the costs and other details associated with this proposal. He also requested that Council to assist him in regards to negotiating a Right of Way to access his property at the rear of the old V&S Store. 3. Mr. Gary Binkley attended as a concerned citizen. 4. Mr. Paul Sheets, President of Royal Canadian Legion Branch #405, Burk’s Falls attended to present a plaque to Council to express his gratitude to the Village assisting with the Raise the Roof Fundraiser held at the Town Theatre on August15/09. To date, the Legion has raised approximately $2,700 towards a new roof for the Legion. Mr. Sheets expressed that approximately $8,000 will be needed for shingles and will continue to go forward trying to meet this goal. He would like to have the work complete by the onset of Winter but will be tough to do so. Council expressed their gratitude to Mr. Sheets and their continued support of future efforts in this endeavor. Village Foreman and Water-Wastewater Operator, Len Hall, was present to give his report. The following resolutions were passed: 2009-160 The Council for the Village of Burk’s Falls adopt the minutes of the August 25, 2009 meeting as circulated. --
2009-161 The Council for the Village of Burk’s Falls approve the application to conduct a Break Open Ticket Lottery as presented by the Lions Club of Burk’s Falls provided all regulations are adhered to. -- 2009-162 Rex Smith-Bruce Campbell The Council for the Village of Burk’s Falls approve the Accounts Payable as presented up to and including September 22, 2009 in the amount of $168,309.38 and hereby authorize the Clerk/Treasurer to issue cheques for same. -- 2009-163 Bruce Campbell-Lewis Hodgson The Council for the Village of Burk’s Falls accepts the tender from Gerry Church for snow removal at the Seniors Centre and Library as follows: Snow Plowing: $47.57 per time Snow Shovelling $13.11 per time Sand/ Salt $12.25 per time Work to be complete by 8:00 a.m. every day the Village streets are plowed. -- 2009-164 Rex Smith-Ron Russell The Council for the Village of Burk’s Falls accepts the tender from Whitmells Ltd. for Winter Maintenance as follows: 1. Supply with operator a grader for snowplowing the streets at a rate of $77.00 per hour including GST. 2. Supply loader at the stockpile and truck with sanding unit with an operator at a rate of $67.00 per hour including GST. 3. Supply loader with operator at a rate of $60.00 per hour including GST and supply truck with operator at a rate of $60.00 per hour including GST for hauling and removing snow. - 2009-165 Rex Smith-Ron Russell The Council for the Village of Burk’s Falls accepts the tender from Whitmell Ltd. to supply 1500 cubic yards of sand and mix with salt. Salt be supplied by the Village of Burk’s Falls: Price per cubic yard $7.50 including taxes and fees $.38 GST $.22 PST $8.10 TOTAL +.15 MNR Total $8.25 per yard -- 2009-166 Rex Smith-Ron Russell The Council for the Village of Burk’s Falls authorize the closing of Ontario Street from the Town Office to the bottom of the hill (Yonge Street) on September 23, 2009 from 5am to 10am, and September 24, 2009 from 5am to 8pm for the filming of the move “Running Mates” provided the film company inform all emergency services. Also there will be additional closures on October 5, 2009 from 5am to 1:30pm and October 6, 2009 from 5am to 1:30pm. -- 2009-167 Bruce Campbell-Lewis Hodgson WHEREAS the Village of Burk’s Falls shares in the operation of a solid waste management facility with the Township of Armour and the Township of Ryerson through the Tri R Committee, AND WHEREAS the Tri R Committee has made an application to the Ministry of the Environment to expand the existing waste footprint at the joint facility AND WHEREAS the Tri R Committee has been awaiting Ministry of the Environment approval of said expansion since 2003, and has made two separate applications for emergency certificates of approval in the interim, NOW THEREFORE BE IT RESOLVED THAT the Council for the Village of Burk’s Falls requests the support of the District of Parry Sound Municipal Association and its member municipalities in requesting that the Minister of the Environment, the Honourable John Gerretsen provide an expeditious approval of the Tri R Landfill Expansion Project. -- 2009-168 Lewis Hodgson-Bruce Campbell WHEREAS communities across Ontario are concerned with the Accomodation Review Committee process and the impact this flawed process has on the socio-economic fabric of our municipalities; AND WHEREAS many schools are the hubs of their communities, a better accommodation review system is needed to address the educational facility needs of our residents; AND WHEREAS a system to address the educational facility needs in Ontario must ensure that school boards and municipal councils partner on decisions regarding education infrastructure; AND WHEREAS greater accountability for school board decisions is needed; AND WHEREAS a thorough review of the governance model for school accommodation decision must include an opportunity to appeal these decisions; AND WHEREAS the accommodation review process should respect and value the input of students, parents, the community and municipality NOW THEREFORE BE IT RESOLVED THAT the Province of Ontario be petitioned to implement a “ smart moratorium” on disputed school closings to provide the opportunity for the Ministry of Education, school boards and municipalities to work together to develop policies addressing such issues as planning for declining enrollments, a mutually agreed upon Accommodation Review Committee process, a review of funding to rural and small community schools, and transparency and accountability between municipalities and school boards. -- 2009-169 Rex Smith-Lewis Hodgson WHEREAS thirty six years of research confirms the benefits of high quality child care for young children’s intellectual, emotional, social and physical development and later life outcomes; and WHEREAS child care promotes the well being of children and responds to the needs of parents, child care workers and the broader community by supporting quality of life so that citizens can fully participate in and contribute to the economic and social life of their community; and WHEREAS recent studies clearly show trained and knowledgeable Early Childhood Educators and child care workers are the most important element in quality child care, and further that good wages and working conditions are associated with higher job satisfaction and morale, lower staff turnover all of which predict higher quality care. THEREFORE BE IT RESOLVED that October 21, 2009 be designated the 9th annual “Child Care Worker & Early Childhood Educator Appreciation Day” in the Village of Burk’s Falls in recognition of the influence, dedication and commitment of child care workers to children, their families and quality of life of the community. ---- 2009-170 Bruce Campbell-Ron Russell As per the Municipal Act S.O. 2001, c.25 as amended, 239 (2) Council for the Village of Burk’s Falls enters into a closed meeting at 9:55 p.m. -- 2009-171 Bruce Campbell-Ron Russell As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls exits from a closed meeting at 10:05 p.m. -- 2009-172 Rex Smith-Lewis Hodgson The Council for the Village of Burk’s Falls do now adjourn at 10:15 p.m. until the next regular meeting scheduled for October 27, 2009.
