THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls Council was
held on Tuesday, August 25, 2009 at 7:00 pm. Present were Reeve Cathy
Still, Councillors Rex Smith, Ron Russell and Lewis Hodgson.
Rex Smith declared a conflict on the garbage tenders, and Ron Russell
declared a conflict on the Cameron Street item.
Delegations were the following:
1. Diana Warriner for the Committee of Adjustment meeting.
2. Shirley Labelle regarding a serverance on her Main Street lot to
create 2 smaller lots. There are 2 existing dwellings on this lot and
both are connected to Village water and sewer. Council will check to see
if this can be done through our Official Plan that is currently being
updated and followed up by a Zoning By-Law.
3. John Furner and Al Bottomley from Access 2011 which is a committee
regarding the new Almaguin Highlands Secondary School. John made a
presentation concerning the study and survey that had been circulated.
Al had a design of the new school and explained the different facets of
the design. They also answered questions from Council. They requested
letters of support from the Burk’s Falls Council which will be forth
coming.
4. Judy Dibben is organizing a 32 or 21 km kayak run from Burk’s falls
to Magnetawan or Lake Cecebe. This will be a fundraiser to raise money
for Sick Kids Hospital. The event will take place on July 10, 2010 and
is being very well organized. She is requesting a letter of support from
Council. Council was impressed by her presentation and a letter of
support will be sent to Judy.
Council adjourned the regular meeting at 8:05 pm to enter into a
Committee of Adjustment meeting. Diana Warriner was present at this
meeting. There was only one hearing at this meeting and this meeting
adjourned at 8:22 pm to return to the regular meeting.
Garbage tenders were opened and a resolution passed. The G8 summit
project was discussed and a list of potential projects well be put into
the application.

August 20, 2009 meeting as circulated.

The Council for the Village of Burk’s Falls have read By-law No. 11-2009
being a by-law to confirm the proceedings of Council at its meetings
from January 2009 to June 2009;
And the Council authorizes the Reeve and the Clerk to sign this by-law
and affix the Seal of the corporation thereto.

WHEREAS the Provincial Government has designated the Burk’s Falls Family
Health Team for operational funding;
And WHEREAS the surrounding municipalities will benefit from the Burk’s
Falls Family Health Team;
AND WHEREAS The Family Health Team will gather all medical services
combined with general practitioners to serve the existing catchment
area;
NOW THEREFORE BE IT RESOLVED THAT the Village of Burk’s Falls strongly
believes that this is the most viable means of providing health services
and request the support of the surrounding municipalities.

The Council for the Village of Burk’s Falls approve the driveway
application for 15 MacKenzie Street as presented by Barb Warriner, as
per Plan. Will exit off High Street.

The Council for the Village of Burk’s Falls approve the application to
conduct a Break Open Ticket Lottery as presented by Royal Canadian
Legion Branch #405 provided all regulations are adhered to.

The Council for the Village of Burk’s Falls accepts the tender from
Smiths Mobile Sweep in the amount of $34,500.00 plus GST for the
curbside garbage pick up in the Village of Burk’s Falls for the years
2010 and 2011.

The Council for the Village of Burk’s Falls have read By-law No. 13-2009
being a by-law to set tax ratios for Municipal purposes for the year
2009;
And the Council authorizes the Reeve and the Clerk to sign this by-law
and affix the Seal of the corporation thereto.

The Council for the Village of Burk’s Falls have read By-law No. 14-2009
being a by-law to set and levy rates of taxation for Municipal purposes
for the year 2009;
And the Council authorizes the Reeve and the Clerk to sign this by-law
and affix the Seal of the corporation thereto.

Whereas the Ministry of Transportation intends to widen Highway 11 to
four-lanes within the Village of Burk’s Falls,
And whereas the existing Sharpe Street will be impacted by this widening
and therefore Cameron Street will be extended to provide access to those
properties currently obtaining access via Sharpe Street,
And whereas the Ministry cannot obtain the property in a timely manner
to construct an alternative proposed alignment to the south of the road
allowance as previously supported under resolution passed August 13,
2009,
And whereas the Cameron Street extension will be constructed with a
paved surface with two 3.0 m lanes and gravel shoulders, the maximum
grade will be 7% and it will be constructed for the most part on the
alignment of the existing Cameron Street Road Allowance. In addition the
services impacted by this construction (i.e. watermain) will be
relocated by the Ministry as part of the road construction,
Therefore, if the Ministry is not able to acquire the property required
for the alternative proposed alignment to the south of the road
allowance as previously supported under resolution passed August 13,
2009, be it resolved that the Village of Burk’s Falls Council accepts
the proposed alignment for Cameron Street as originally designed on the
existing Cameron Street Road Allowance.

The Council for the Village of Burk’s Falls approve the Accounts Payable
as presented up to and including August 25, 2009 in the amount of
$621,064.69 and hereby authorized the Clerk/Treasurer to issue cheques
for same.

2009-154
Ron Russell – Lewis Hodgson
The Council for the Village of Burk’s Falls have read the resolution
circulated by the Town of Fort Erie regarding support of moratorium call
by the Ontario Medical Association to halt major health care
restructuring decisions.
THEREFORE BE IT RESOLVED, that the Council for the Village of Burk’s
Falls hereby petitions the Province of Ontario to act accordingly to the
call for a moratorium by the Ontario Medical Association to stop all
major health care restructuring decisions until the Rural and Northern
Ontario Health Care Panel reports its findings and recommendations, and
order the LHIN’s and hospitals in rural and northern communities to put
a hold on major restructuring of health care services.
THEREFORE, the Council for the Village of Burk’s Falls forwards its
resolution of support to the Town of Fort Erie for their presentation to
the Premier of Ontario, the Minister of Health, and the Ontario Medical
Association.

The Council for the Village of Burk’s Falls have read the resolution
circulated by the Township of Ryerson regarding the reduction of
services at the Burk’s Falls Health Centre.
THEREFORE BE IT RESOLVED, that the Council for the Village of Burk’s
Falls hereby supports the resolution made by the Township of Ryerson to
petition Ontario Premier Dalton McGuinty, Health Minister David Caplan,
the North Simcoe Local Health Integration Network (NSLHIN) and the
Muskoka Algonquin Health Care (MAHC) Board of Directors to immediately
confer and determine to call a moratorium on further changes at the
Burk’s Falls Health Centre until such time as the Ministry of Health and
Long Term Care Task Force has completed the proposed Rural Healthcare
Policy.
THEREFORE, the Council for the Village of Burk’s Falls forwards its
resolution of support to the Township of Ryerson for their presentation
to the Premier of Ontario, the Minister of Health, the North Simcoe
Local Health Integration Network (NSLHIM) and the Muskoka Algonquin
Health Care Board of Directors.

The Council for the Village of Burk’s Falls hereby supports a resolution
forwarded by the Township of Sequin for the inclusion of the District of
Parry Sound as a Northern District and request that the District of
Parry Sound be included for participation in the Affordable Housing
Program AHP 2009 Extension-Northern Component.

The Council for the Village of Burk’s Falls hereby agrees in principle
to the Memorandum of Understanding (MOU) for the Health System Emergency
Preparedness Support with the proviso that all municipalities listed
therein sign in support of said agreement.

The Council for the Village of Burk’s Falls hereby supports a resolution
from the Township of Madawaska Valley in regards to ensuring an increase
in funding for additional Personal Support Workers to be hired in order
to relieve stresses in the Home Care Services program due to the
shortage of staff.
