THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls Council was held on Tuesday,
April 28, 2009 at 7:00pm in the Council Chambers. All members of Council
were present.
Councillor Ron Russell declared a conflict of interest on Item 6 D. on
the agenda.
Delegations included the following:
Fred Unis regarding the property standards by-law. He has major concerns
regarding the condition of certain properties and would appreciate
something being done to alleviate the problems. Reeve Still and By-Law
Enforcement Officer James Mahoney will meet to inspect the areas of
concern.
Norm Harkness regarding the purchasing of property referred to on the
Village map as Victoria Street. The Clerk is to check out the land
disposal by-law to be sure the proper protocol is carried out.
Kambiz Afshari (Kami) He wishes to build a retirement home in the
Village and requires a letter of support from the Council. He was also
requesting a tax free or tax reduction period to keep the rental amounts
reasonable for occupancy. Kami is to provide a business plan for a 40
and a 60 room structure with a tax reduction and one where there is no
reduction. Once this is provided Council will have an impromptu meeting
to discuss the proposal.
The Clerk is to check all the pertinent by-laws to find out if there are
any rules or regulations regarding portable toilets in the Village.
An ad will be placed in the paper asking for proposals for 113 Yonge St.
(former book store) The building is nearing completion and Council would
like to see it occupied.

The Council for the Village of Burk’s Falls adopts the Minutes of the
March 24, 2009 and March 31, 2009 meetings as circulated.

Rex Smith – B. Campbell
The Council for the Village of Burk’s Falls approve the application for
a mobile food vendor license as presented by Earl Haggart provided all
regulations are adhered to.

Rex Smith – B. Campbell
The Council for the Village of Burk’s Falls approve the application to
conduct a Raffle Lottery as presented by the 3133 The Algonquins Royal
Canadian Army Cadets provided all regulations are adhered to.

Rex Smith – Ron Russell
The Council for the Village of Burk’s Falls approve the proposed 2009
Recycling budget in the amount of $108,600.00 with Burk’s Falls share
being $32,580.00.

2009-79
B. Campbell – Lewis Hodgson
That the Council for the Village of Burk’s Falls contribute $150.00
towards the Almaguin Highlands Secondary School graduation awards.

2009-80

That the Council for the Village of Burk’s Falls accept the quotation
from Midwestern Line-striping Inc. in the amount of $1440.00 plus GST to
do the repainting within the Village.

2009-81
B. Campbell – Rex Smith
That the Council for the Village of Burk’s Falls join the Rural and
Small Hospital Alliance at an initial cost of $2000.00 so we can
participate in their late April initiations at Queen’s Park.

That the Council for the Village of Burk’s Falls donate $120.40 for the
M.A. Wittick Public School Pitch-In Day.

2009-83
Lewis Hodgson – Ron Russell
That the Council for the Village of Burk’s Falls book a space in the
Almaguin Highlands Secondary School 50th Anniversary High School Reunion
Book in the amount of $175.00.

2009-84
B. Campbell – Ron Russell
That the Council for the Village of Burk’s Falls pay $50.00 to the
Magnetawan River Watershed Association for 2009 membership fees.

2009-85
Rex Smith – Ron Russell
That the Council for the Village of Burk’s Falls set up our share of
last year’s under expenditure of $11,600.00 of the Fire Budget in a
reserve for use by the department at a later date.

2009-86
Rex Smith – Lewis Hodgson
That the Council for the Village of Burk’s Falls give a donation to the
Armour Ryerson & Burk’s Falls Agricultural Society in the amount of
$250.00 for the 2009 Fall Fair.

2009-87
Rex Smith – B. Campbell
That the Council for the Village of Burk’s Falls agrees to set up
reserve of their respective share of the $49,284.04 net surplus from
2008 for landfill and recycling in the amount of $14,785.20.

2009-88
Rex Smith – Ron Russell
The Council for the Village of Burk’s Falls accepts the Accounts Payable
as presented up to and including April 28, 2009 in the amount of
$135,837.22 and hereby authorize the Clerk/Treasurer to issue cheques
for same.

2009-89
Lewis Hodgson – B. Campbell
That the Council for the Village of Burk’s Falls have read the
resolution circulated by The Township of Otonabee-South Monaghan
expressing concern with the Volunteer Firefighters inclusion in
Presumptive Legislation Regulation.
And Council supports the request that the Provincial Government take
immediate action to implement Presumptive Legislative Regulations to
include Volunteer and Part-Time Firefighters.
And that Council forward our support to The Township of Otonabee-South
Monaghan for their presentation to the Premier of Ontario, Minister of
Labour, Minister of Community Safety and Correctional Services for
consideration.

As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for
the Village of Burk’s Falls enters into a closed meeting at 21:44.

That the Council for the Village of Burk’s Falls adopts the minutes from
the March 24, 2009 and March 31, 2009 closed sessions as read.

2009-92
Lewis Hodgson – B. Campbell
As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for
the Village of Burk’s Falls exits from a closed meeting at 22:14.

That we do now adjourn at 22:15 until the next regular meeting of
Council on May 26, 2009.
