THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held on Wednesday Febrary 25, 2009 at 7:00 p.m. Present were Reeve Cathy Still and Councillors Bruce Campbell, Lewis Hodgson, Rex Smith.

Delegations and their purpose for attending:

Staff Sgt. Stacey Whalley with Officers Karl Gough, Gary Alexander and Doug Graves, Custodian Bob Miller from the Almaguin Highlands OPP presented Council with the three year business plan, reviewed the 2008 statistic reports, spoke briefly regarding the new detachment building and gave a staffing update.

Bob Hall and Barbara Marlow from the Winterfest Committee. They gave Council a copy of the financial statement of the Committee; a report for their support. No financial assistance was required from the Councils this year.

The following Resolutions were passed:
2009-31
Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls adopts the Minutes of the January 27, 2009 meeting as circulated.

2009-32
Rex Smith – Lewis Hodgson:
The Council for the Village of Burk’s Falls accepts the Accounts Payable as presented up to and including February 27, 2009 in the amount of $ 356567.53 and hereby authorize the Clerk/Treasurer to issue cheques for same.

2009-33
Lewis Hodgson – B. Campbell:
That the Village of Burk’s Falls will not be appointing a Weed Inspector for the Village of Burk’s Falls.

2009-34
Rex Smith – B. Campbell:
That the Village of Burk’s Falls approves a 3% increase in wages for the Chief Building Official based on the current pay of $ 70,000.00 annually.

2009-35
Rex Smith – Lewis Hodgson:
That the Village of Burk’s Falls hereby declares June 2009 as Recreation and Parks Month.

2009-36
B. Campbell – Rex Smith:

The Council for the Village of Burk’s Falls have read By-Law 8-2009 being a by-law to enter into an Agreement with the Township of Armour, Township of Ryerson and the Village of Burk’s Falls for the joint operation of an Arena/Community Centre; and

That the Reeve and the Clerk are hereby authorized to sign this Agreement on behalf of the Municipality and affix the Seal of the Corporation thereto.

2009-37
B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls approve a donation in the amount of $ 500.00 to the M. A. Wittick Breakfast Club.

2009-38
Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read the Resolution circulated by the County of Prince Edward expressing concern with the development of wind farms;

And that there is considerable concern regarding the discrepancies that exist on the health effects created by the presence of industrial wind turbines; and

That this discrepancy is proving to be destructive and divisive to the social and cultural fabric of rural communities.

Therefore be it resolved that the Village of Burk’s Falls supports the concerns expressed in the resolution from the County of Prince Edward and forward our support to their offices for presentation to the Minister of Energy and the Premier of Ontario.

2009-39
Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read the Resolution presented by the Municipality of Powassan; and

That the Village of Burk’s Falls does hereby proclaim that it will recognize 2009 as the International Year of Astronomy and that it will support events during the year.

2009-40
B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls have read the resolution circulated by the Township of Madawaska Valley expressing concern with lack of Homecare Access Programs in our municipalities;

And that we support the concerns expressed in their resolution and forward our support to the Township of Madawaska for their presentation to the Premier and the Minister of Health.

2009-41
Rex Smith – Lewis Hodgson:
The Council for the Village of Burk’s Falls have read the resolution circulated by the City of Cambridge expressing concern that there are no laws in Ontario prohibiting pornography and other sexually explicit material from being viewed on computers in public schools and libraries;

And That there is no legislation requiring public schools and libraries to install internet filtering devices on their computers;

And That parents want to make every effort to ensure their children are protected from pornography and other inappropriate material available on the internet in their public schools and libraries.

Now Therefore Be It Resolved that the Village of Burk’s Falls forward our support to the City of Cambridge for their presentation to the Premier of Ontario.


2009-42
Lewis Hodgson – Rex Smith:
As per the Municipal Act. S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls enters into a closed meeting at 20:36 to discuss personal matters.

2009-43
Lewis Hodgson – B. Campbell:
As per the Municipal Act S.O. 2001, c. 25 as amended, 239(2) Council for the Village of Burk’s Falls exits from a closed meeting at 22:03.

2009-44
B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls have reviewed the By-Law Enforcement Contract for 2009-2010 as presented by Jim Mahoney, By-law Enforcement Officer; and

That Council for the Village of Burk’s Falls supports the increase stated in the contract and authorize the Reeve and the Clerk to sign the contract on behalf of the Municipality.

2009-45
B. Campbell – Lewis Hodgson:

The Council for the Village of Burk’s Falls have read By-Law No. 7-2009 being a By-law to Appoint Officers and set the rates of pay for 2009.

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

Rex Smith – B. Campbell:

We do now adjourn at 10:05 until the next regular meeting of Council on March 24, 2009.
