THE VILLAGE OF BURK’S
FALLS
COUNCIL MINUTES
The Regular meeting of the Burk’s Falls Council was held on Tuesday
November 25, 2009 at 7:00 p.m. Present were Reeve Cathy Still,
Councillors Bruce Campbell, Ron Russell and Rex Smith. Councillor Lewis
Hodgson had emailed in his regrets.
Delegations:
Michael Turner, CA announced to Council that he was merging his practice
with Pahapill and Associates, Chartered Accountants. Michael will
continue to work for the Village throughout a transition period. Mr.
Pahapill was unable to attend because of inclement weather.
Dave Stewart Jr., Brian Darnbrough, George Dingman from the Almaguin Cup
Committee. They gave an update on sponsorships, ticket prices, track
expectations etc. Council advised that they were in favour of the
February races but could not promise to cover a large deficit if one
occurred.
A resolution regarding bussing in the East Parry Sound District of the
Near North School Board was discussed and passed with a copy being sent
to all the municipalities in the East Parry Sound catchment area for
their support.
The Village Foreman Water/Wastewater Operators, Len Hall was present to
give his report.

The Council for the Village of Burk’s Falls adopts the Minutes of the
October 28, 2008 meeting as circulated.

B. Campbell – Ron Russell:
That the Council for the Village of Burk’s Falls have reviewed the
Ministry of Environment Burk’s Falls Well Supply Drinking Water
Inspection Report Inspection Number 1-6PHLH dated September 16, 2008.

That the Council for the Village of Burk’s Falls have reviewed the
Amended O.reg Section 11 Annual Report for the Burk’s Falls Water
Treatment Plant Waterworks No. 2200000567 provided by the Ontario Clean
Water Agency.

Rex Smith – Ron Russell:
The Council for the Village of Burk’s Falls have read the Municipal
Hazardous or Special Waste Management Shared Responsibility Agreement
between the Corporation of the Village of Burk’s Falls and Stewardship
Ontario;
And that council authorizes the Reeve and the Clerk to sign this
Agreement on behalf of the Municipality and affix the Seal of the
Corporation thereto.

That the Council for the Village of Burk’s Falls accept the proposal
from the Ontario Clean Water Agency to upgrade the electrical controls
for the east pumping station in the amount of
$21,066.28 plus taxes and administration fee.

That the Council for the Village of Burk’s Falls accepts the Proposal
from D. M. Wills Associates Ltd. in the amount of $5,950.00 exclusive of
GST to complete a Roads Needs Study in the Village of Burk’s Falls.

The Council for the Village of Burk’s Falls give a Christmas Bonus to
the following:

That the Municipal Office will be closed from 12 noon on December 24,
2008 to December 30, 2008, the office will open December 31, 2008 with
normal office hours, closed January 1st and 2nd, 2009 and will resume
normal office hours on January 5, 2009

Whereas all students from the former East Parry Sound School Board
district live in an area where they have to be bused to and from school:
and
Whereas the residents of this area pay for this service as part of their
tax bills: and
Whereas living in the rural area which is served by these schools does
not allow students to walk to places where they can be with friends or
take part in extra curricular activities: and
Whereas it is sometimes impossible for parents to provide transportation
from these activities due to distance, jobs or a lack of personal
transportation; and
Whereas a local group is working with the Board to try and enhance the
education of the students of this rural area when a new high school is
built; and
Whereas the Board’s present policy of not allowing students to use buses
to travel to or from friends houses to school creates a hardship to both
parents and students: and
Whereas the Board has in the past allowed students to be bused to or
from the homes of friends when involved in school or personal
activities: and
Whereas this policy does not create an added cost for the School Board
NOW THEREFORE be it resolved that the Council for the Village of Burk’s
Falls petition the Near North District School Board to allow all
students in this rural area; the former East Parry Sound School Board,
to use school buses to go to a friend’s house or take part in extra
curricular school sponsored activities without a fee being applied to
the students.

The Council for the Village of Burk’s Falls accepts the Accounts Payable
as presented up to and including November 25, 2008 in the amount of $
403,689.01 and hereby authorize the Clerk/Treasurer to issue cheques for
same.

That we do now adjourn at 9:35 p.m. until the next scheduled meeting on
December 16, 2008
