THE VILLAGE OF BURK’S
FALLS
COUNCIL MINUTES
The Regular meeting of the Burk’s Falls Council was held on Tuesday
September 23, 2008 at 7:00 p.m. All members of the Council were present.
Len Hall, Village Foreman and Water-Wastewater Operator was present to
give his report.
There were no delegations at this meeting, however Valerie Cranmer
attended at the Village Office to introduce herself and gave an outline
of how she would proceed with the Village Official Plan update.
She would be working for Greer Galloway Group who had been contracted to
do this update.
The following resolutions were passed:
2008-153
Lewis Hodgson – B. Campbell
The Council for the Village of Burk’s Falls adopts the Minutes of the
August 26, 2008 meeting as circulated.

2008-154
Lewis Hodgson – Ron Russell
The Council for the Village of Burk’s Falls approve the application to
conduct a raffle lottery as presented by the Almaguin District
Snowmobile Club provided all regulations are adhered to.

The Council for the Village of Burk’s Falls approve the Municipal Office
be closed October 7th and 8th, 2009 for computer trainings.

B. Campbell – Ron Russell
The Council for the Village of Burk’s Falls have read the Memorandum of
Understanding (MOU) with the Blue Sky Municipal Geographic Information
System Partnership and the 16 participating municipalities;
And that Council authorizes the Reeve and the Clerk to sign this
Memorandum of Understanding on behalf of the municipality and affix the
Seal of the Corporation thereto.

The Council for the VILLAGE OF BURK'S FALLS have read the resolution
circulated by the Township of North Stormont and the Township of Muskoka
Lakes requesting the Board of Directors of MPAC to improve their
operations;
And that Council supports the concerns expressed in these resolutions
and forward our support to the Township of North Stormont for their
presentation to the Provincial Government.

The Council for the Village of Burk’s Falls have read the resolution
circulated by the City of Orillia opposing the closure of the 4 coal
generation plants;
And that council supports the comments expressed in their resolution;
And therefore forward our support to the City of Orillia for their
presentation to the Premier of Ontario.

Ron Russell – Rex Smith
The Council for the VILLAGE OF BURK'S FALLS have reviewed the resolution
circulated by the Township of Elizabethown-Kitley regarding municipal
facilities located in neighbouring municipalities subjected to taxation.
And that this taxation is an expense to the municipality and a loss of
monies available for improvements to infrastructure;
Therefore the Council for the Village of Burk’s Falls supports the
concerns in this resolution and forward our support to The Township of
Elizabethtown-Kitley for their presentation to the Provincial
Government.

B. Campbell – Lewis Hodgson
The Council for the Village of Burk’s Falls have read the Resolution
circulated by the Town of Fort Erie expressing concern with the
potential for small rural hospitals to be closed under recommendations
in Hospital Improvement Plans;
And that it is usual practice for the Hospital Improvement Plans to
included recommendations to close the smaller rural hospitals and/or cut
services to the smaller centres;
And that Hospital Board directors are not elected members and therefore
there is no public accountability, transparency or accessibility to
information;
Now therefore the Council for the Village of Burk’s Falls supports the
resolution from the Town of Fort Erie and support the efforts of Peter
Kormos, MPP to introduce a Private Member’s Bill calling for the public
election of all hospital boards in the Province of Ontario as part of
the municipal elections commencing in 2010, and further
That the Council for the Village of Burk’s Falls petition the Honourable
David Caplan, Minister of Health to legislatively enact the protective
status of the Rural Hospital designation as previously defined in 1998
under the Rural and Northern Health Care Framework and apply the
designation to all qualifying hospitals and health centres.

The Council for the Village of Burk’s Falls support the Greer Galloway
decision to have Valerie Cranmer & Associates complete the Official Plan
Revisions for the Village of Burk’s Falls;
And that the original contract with Greer Galloway remain in place.

Rex Smith – Ron Russell
The Council for the Village of Burk’s Falls accepts the Tender from
Fowler Construction Company Limited in the amount of $ 15,355.76 for
paving.
Also accept price for work on Queen St. excavation in the amount of
$9215.00.
Total price for project $24,570.76.

The Council for the Village of Burk’s Falls accept the Accounts Payable
as presented up to and including September 23, 2008 in the amount of
$327,341.01 and that we authorize the Clerk/Treasurer to issue cheques
for same.

That we do now adjourn at 21:10 until the next regular meeting on
October 28, 2008.
