THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES


The Regular meeting of the Burk’s Falls Council was held at 7:00 p.m. on July 29th, 2008 in Council Chambers. All members of Council were present.

There were no delegations to see Council.

The Council for the Village of Burk’s Falls adopts the Minutes of the June 23, 2008 as circulated.

The Council for the Village of Burk’s Falls adopt the Minutes of the June 4, 2008 and June 17, 2008 Closed Session Minutes as circulated.

As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls enters into a closed meeting at 19:00.

As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls exits from a closed meeting at 19:24.

The Council for the Village of Burk’s Falls hereby acknowledge receipt of the letter dated June 17, 2008 from Thoms and Currie regarding application submitted by Square B Properties Inc. to transfer lands with the boundary of the Village of Burk’s Falls from the Registry System to the Land Titles System of property registration. Council have no objection or concerns with the application.

That we give a donation in the amount of $100.00 to the Near North Crime Stoppers for their annual Golf Tournament fundraiser.

The Council for the Village of Burk’s Falls donate $ 500.00 to the Friends of the Burk’s Falls & District Health Centre.

WHEREAS the Canada Post Corporation Strategic Review, which was launched by the federal government on April 21, 2008, is looking at deregulating our public post office (i.e. reducing or removing Canada Post’s exclusive privilege on letters)

WHEREAS it will become increasingly difficult for our public post office to provide affordable service to everyone, no matter where they live, if the government erodes or eliminates the very mechanism that funds universal postal service – the exclusive privilege.

WHEREAS postal deregulation in other countries has led to post office closures, less service, fewer jobs and higher postal rates for the public and small businesses.

WHEREAS the government is not holding public hearings as part of its strategic review or adequately consulting with the real owners of the post office – the public.

BE IT RESOLVED THAT the Village of Burk’s Falls send a letter to the Canada Post Corporation Strategic Review opposing deregulation of Canada Post and insisting that the government hold public hearings and properly consult with the true owners of Canada Post – THE PUBLIC.

The Council for the Village of Burk’s Falls have reviewed the recommendations from A & Power Generation and Pumps regarding preventative maintenance of the Genset generator located at the Well, the diesel fire pump at the Nelson Muffler pumphouse, and at all the sewer lift stations;

And that Council authorizes A & A Power Generation and Pumps to proceed with installation of equipment as recommended;

And that Council will ensure all other recommendations are completed by Village staff.

The Council for the Village of Burk’s Falls have read and approve By-law 20-2008 being a by-law to confirm the proceedings of Council at its meetings from January 2008 to June 2008.

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read and approve By-law 21-2008 being a by-law to regulate the disposal of refuse or debris within the Village of Burk’s Falls.

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read By-law No. 22–2008 being a By-law to authorize a loan on behalf of the Municipality for Waterworks;

And that Council reviewed the loan documents prepared by the Royal Bank of Canada up to a maximum loan not to exceed $ 200,000.00 for a term not to exceed 10 years;

And that Council hereby authorizes the Reeve and the Clerk to sign this By-law on behalf of the Municipality and affix the Seal of the Corporation thereto.

And that Council authorizes the Clerk/Treasurer to sign the Loan Agreement with the Royal Bank of Canada on behalf of the Corporation.

That the Council for the Village of Burk’s Falls appoints Jim Mahoney, By-Law Enforcement Officer as the Property Standards Officer as per Section 7.2 of By-law 6-2001 being the Property Standards By-law.

That the Council for the Village of Burk’s Falls hereby amends Resolution 2008-008 to read:

We approve the 2008 Annual membership payment to the East Parry Sound Veterinarian Unit
In the amount of $ 100.00.

The Council for the Village of Burk’s Falls have read the Agreement between Her Majesty the Queen in Right of Ontario as represented by the Minister of Energy and the Village of Burk’s Falls to enter into an agreement to complete an Energy Audit and identify energy saving opportunities at the Village Office, the Burk’s Falls Armour Ryerson Memorial Arena/Community Centre and the Burk’s Falls Armour Ryerson Union Public Library and Young at Heart Seniors Centre;

And that Council hereby authorizes the Reeve to sign this document on behalf of the Municipality and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls hereby approve the amended Schedule C of By-law 8-2008 being the Waste Management By-law for the Village of Burk’s Falls.

And that the Revised Schedule C is attached to forming part of the by-law and the Seal of the Corporation be attached thereto.

The Council for the Village of Burk’s Falls adopts the Accounts Payable as presented up to and including July 29, 2008 in the amount of $158,879.37 and hereby authorize the Clerk/Treasurer to issue cheques for same.
