FALLS
COUNCIL MINUTES
The 1st regular meeting of 2008 for the Burk’s Falls
Council was called to order at 7:00 p.m. on January 23, 2008. All
members of Council were present. Brian Darnbrough, By-Law Enforcement
Officer was present to give his report. He is to continue with court
proceedings if necessary for the three outstanding tickets.
Len Hall, Village Foreman and Water/Wastewater Operator gave his report.
Tenders were received for renovations to 113 Yonge Street and a
resolution was passed.
At the request of Councilor Smith the February meeting was changed from
Tuesday February 26 to WEDNESDAY FEBRUARY 27, 2008.
Council recessed long enough to enjoy a piece of cake to celebrate Reeve
Still’s birthday.
The following Resolutions were passed:

2008-001
Lewis Hodgson – B. Campbell:
We adopt the Minutes of the December 17, 2007 meeting as circulated.

2008-002
Ron Russell – B. Campbell:
The council is aware that the Village received some invoices that must
be paid prior to Council meetings because of penalties for late
payments.
Council is also aware that the Treasurer pays for janitorial services
bi-weekly and employees wages every second Friday.
Council authorizes the Treasurer to issue cheques for the above as and
when required throughout 2008. The Council also authorizes the
Clerk/Treasurer to purchase necessary stationary supplies, printing
supplies and other office materials that are required to efficiently
operate the Municipal office from day to day throughout 2008.

L. Hodgson – Ron Russell:
We have seen Policy No. CP97266 for Bond Coverage for employees in the
amount of $1,000,000.00 as per Section 287 (1) (b) as per S.O. 2001
c.25.

2008-004
B. Campbell – L. Hodgson:
Council for the Village of Burk’s Falls intends to use the Community
Reinvestment Fund (CRF) allocation to offset taxes in the year 2008.
And furthermore, Council accepts the terms and conditions as set out by
the Ministry of Finance.
2008-005
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls approve the payment of the
annual membership fees to the Parry Sound Municipal Association in the
amount of $ 150.00 per year.
2008-006
B. Campbell – L. Hodgson:
The Council for the Village of Burk’s Falls donate $ 500.00 to the
Burk’s Falls & District Foodbank as our annual donation.
2008-007
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls approves the annual grant to
the Burk’s Falls Cemetery in the amount of $ 150.00 for the year 2008.
2008-008
Ron Russell – Rex Smith:
The Council for the Village of Burk’s Falls pay the annual membership
fee to the East Parry Sound Veterinary Unit in the amount of $ 40.00.
2008-009
Ron Russell – B. Campbell:
The Council for the Village of Burk’s Falls approves the annual grant to
the Huntsville Branch of the Salvation Army in the amount of $ 50.00 for
2008.
2008-010
L. Hodgson – Rex Smith:
Council for the Village of Burk’s Falls approves a donation in the
amount of $ 150.00 to the East Parry Sound Regional Science Fair.
2008-011
B. Campbell – L. Hodgson:
By S.O. 2001 c.25 as amended, Section 284 (1) the treasurer of a
municipality shall in each year on or before March 31 provide to the
Council of the municipality an itemized statement on remuneration and
expenses paid in the previous year to: each member of council in respect
of his/her services as a member of the council or any other body,
including a local board, to which the member holds office by virtue of
being a member of council; each member of council in respect of his/her
services as an officer or employee of the municipality or other body
described in clause (a); and each person other than a member of council
appointed by the municipality to serve as a member of any body,
including a local board, in respect of his/her services as a member of
the body.
And that By-Law 2005-8 identified the remuneration to be paid to council
members as per S.O. 2001, c.25 Section 284 (2).

2008-012
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read and approve By-Law
No. 1-2008 Being a by-law to authorize the borrowing from time to time
to meet current expenditures during the fiscal year.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto
2008-013
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read and approve By-Law
No. 2-2008 Being a by-law to provide interest to be charged for overdue
payments – Tax Arrears.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2008- 014
L. Hodgson – Ron Russell:
The Council for the Village of Burk’s Falls have read and approve By-Law
No. 3-2008 Being a by-law to establish a charge for interest for
non-payment of current taxes;
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2008-015
The Council for the Village of Burk’s Falls have read and approve By-Law
No. 04-2008
Being a by-law to provide for an interim tax levy and the payment of
Interim taxes for the year 2008.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto
2008-016
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read By-Law No. 5 –2008
being a By-law to enter into an Agreement with Her Majesty the Queen in
Right of Ontario as represented by the Minister of Agriculture, Food and
Rural Affairs;
And hereby authorize the Reeve and the Clerk to sign this By-law and
affix the Seal of the Corporation thereto.
2008-017
B. Campbell – L. Hodgson:
The Council for the Village of Burk’s Falls accepts with regrets the
resignation of Cathy Still as our representative on the District of
Parry Sound EMS Committee.

The Council for the Village of Burk’s Falls approve the application to
conduct a Break Open Ticket Lottery as presented by the Burk’s Falls
Lions Club provided all regulations are adhered to.
2008-019
B. Campbell – L. Hodgson:
That the Village of Burk’s Falls appoints Cathy Still. to the Working
Committee to be established to examine alternatives for provision of
health care services, including the Burk’s Falls & District Health
Centre
2008-020
Rex Smith - Ron Russell:
That the Village of Burk’s Falls supports the nomination of Barbara
Marlow as a representative on the Working Committee to be established to
examine alternatives for provision of health care services, including
the Burk’s Falls & District Health Centre.

B. Campbell – L. Hodgson
The Council for the Village of Burk’s Falls accepts the Proposal from
Boyes Electric in the amount of $ 488.00 for electrical repairs at the
Pumphouse due to damage.
2008-022
Rex Smith – Ron Russell:
We accept the Accounts Payable as presented up to and including January
22, 2008 in the amount of $ 211,140.90 and hereby authorize the
Clerk/Treasurer to issue cheques for same.
2008-023
B. Campbell – Rex Smith:
The Council for the Village of Burk’s Falls accepts the Tender from
Don’s Home & Cottage Renovations in the amount of $ 35.00 p/hr for a two
man crew for renovations to the book store property.
2008-024
B. Campbell – L. Hodgson:
The Council for the Village of Burk’s Falls have read and approve By-Law
No. 6–2008 being a by-law to authorize the Clerk/Treasurer to submit an
application to Infrastructure Ontario on behalf of the municipality; and
That Council authorizes the Reeve and the Clerk to sign all necessary
documents pertaining to this application and affix the Seal of the
Corporation thereto.
2008-025
L. Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls authorizes the Reeve, Cathy
Still and the Clerk/Treasurer, Jarvis W. Osborne be authorized to submit
a financial request to the Department of Canadian Heritage in relation
to the Celebrate Canada Program for organizing activities to celebrate
Canada Day, July 1, 2008.

2008-026
B. Campbell – L. Hodgson
The Council for the Village of Burk’s Falls have read the Resolution
circulated by the City of Waterloo requesting the Province of Ontario to
fully exempt all Ontario municipalities from paying PST, with the
understanding that the savings realized to mandated to fund existing
infrastructure renewal in local municipalities;
And that the Village of Burk’s Falls Council supports this requesting
and forward our support to Premier of Ontario for consideration.
2008-027
Rex Smith – L. Hodgson:
The Council for the Village of Burk’s Falls have read the Resolution
circulated by the Central Almaguin Economic Development Association
expressing concern with the Ministry of Transport’s current signage
policy.
And that Council supports the concerns that this signage policy will
have an adverse affect in both the urban and rural areas which could
result in loss of jobs and taxation to municipalities;
Now Therefore the Council for the Village of Burk’s Falls supports the
petition to the Ministry of Transport to review the signage policy for
the section of Highway # 11 between Huntsville and North Bay;
And further that our resolution of support is forwarded to the Central
Almaguin Economic Development Association for their presentation to the
Provincial Government.
2008-028
Ron Russell – B. Campbell:
The Council for the Village of Burk’s Falls have read the resolution
circulated by the Municipality of South Bruce regarding the Provincial
Government proposing a Provincial ban on cosmetic urban pesticide use;
And that Council supports the recommendations in this resolution
implementing a “Responsible Use Plan” for urban pesticide use and not
impose a ban on cosmetic pesticide use;
And that Council forwards our support to the Municipality of South Bruce
for their presentation to the Provincial Government.

Rex Smith – L. Hodgson:
We do now adjourn at 21:30 p.m. until the next regular meeting of
Council on February
