THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held in council chambers at 7:00 pm, June 28, 2005 in Burk’s Falls Council Chambers. All members of council were present. There were no delegations to see council.

Brian Darnbrough – By-law enforcement officer gave his report. He advised he had issued several warnings regarding parking and that effective July 4, 2005 he will be issuing tickets. A letter will be sent out in the water/sewer bills reminding people about cat and dog tags. Brian also suggested the lines be painted on the roadway soon to indicate parking spaces.
Len Hall – Village Foreman gave his report. The hydrants have all been flushed and checked, this report is available for review.

The following resolutions were passed.

That the Council for the Village of Burk’s Falls adopt the minutes of the May 24, 2005 meeting as circulated.

Lewis Hodgson – Cathy Still
That the council for the Village of Burk’s Falls hires the following students for summer positions. Edghell Gerrick – Groundskeeper, Dale Ross – Welcome Center attendant, Casey Reid – Welcome Center attendant.

The following be hired for the 2005 Summer Programs. Wayne Downing, Brett Rogers, Paul Stewart – Projectionists, Tristan Graham – Confection/Ticket Sales, Danielle Gionet – Summer Rec Coordinator, Sarah Godfrey – Summer Rec Councillor, Kris McAughey – Summer Rec Councillor, Jessica Farrar – Summer Rec Councillor.

That the Council for the Village of Burk’s Falls approve the purchases of By-law Officer shoulder flashes and badge from Fisher’s regalia and Uniform Co. Ltd.

Lewis Hodgson – Cathy Still
That the Council for the Village of Burk’s Falls submit an ad in the Special Events Calendar for area businesses and local community events.

Bruce Campbell – Cathy Still
That the council for the Village of Burk’s Falls approve the application to conduct a raffle lottery as presented by the Burk’s Falls and District Historical Society provided all regulations are adhered to.

That the council for the Village of Burk’s Falls approve the application for a Break Open Ticket Lottery as presented by the Armour Ryerson and Burk’s Falls Agricultural Society provided all regulations are adhered to.

That the council for the Village of Burk’s Falls agree to share the cost of the fireworks display on a one third basis with the Townships of Ryerson and Armour.

That the Council for the Village of Burk’s Falls agree to participate in the formation of an Economic Development Committee with the Townships of Ryerson and the Township of Armour.

That the council for the Village of Burk’s Falls agree to the proposal to pursue funding for an Economic Development Intern with the budget of $31,056.00 of which $3556.00 would be the municipal portion to be shared equally.

That the council for the Village of Burk’s Falls hereby rescinds Resolution #2005-126.

That the council for the Village of Burk’s Falls makes a donation in the amount of $100.00 to the Almaguin Highlands Crime Stoppers.

That the council for the Village of Burk’s Falls does hereby:
- Accept the report from Michael Turner dated May 24, 2005.
- Agrees to the revised fee schedule and changes to the construction cost guidelines Appendix 1 of the report.
- Agrees that working funds and building of a reserve be based on Option A – Benefit based revenue;
- Agrees that transition of permits in progress be handled as suggested in Option (i) combine with working funds.
- Accepts the amended Budget as suggested in Appendix 4 of the report.
- Accepts the job description adopted by the Joint Building Committee.

That the council for the Village of Burk’s Falls have read and approve By-law 13-2005 being a by-law to appoint Dennis Rowntree effective July 1, 2005 as the Chief Building Official for the Village of Burk’s Falls.
And hereby authorize the Reeve and the Clerk to sign this by-law and affix the seal of the corporation thereto.

That we purchase a business card size ad for the Almaguin Music Festival in the amount of $45.00.

That as per the Municipal Act R.S.O. 2001, c.25 as amended, 239 (2) Council for the Village of Burk’s Falls enters into a closed meeting.

As per the Municipal Act S.O. 2001, c.25 as amended, p. 239 (2) Council for the Village of Burk’s Falls exits from a closed meeting.

Cathy Still – Bruce Campbell
The Council for the Village of Burk’s Falls have reviewed the Animal Shelter agreements and with to use Almaguin Animal Shelter for their animal shelter requirements.

The Council for the Village of Burk’s Falls have read and approve By-law No. 14-2005 being a by-law to deem Registered Plans not to be Registered.
And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the seal of the corporation thereto.

Bruce Campbell – Cathy Still
Whereas the Near North District School Board has indicated that it will either refurbish or replace Almaguin Highlands Secondary School;
And Whereas the Council for the Village of Burk’s Falls is concerned that students attending that school continue to receive the best possible education without having to travel out of the Almaguin Area;
And that the local School Board Trustee, Mr. Al Bottomley has expressed concern over the poaching of students from the Almaguin Highlands Secondary School coverage area;
Now therefore be it resolved that the Council for the Village of Burk’s Falls petition the Near North District School Board to:
Set up a committee with representatives from the various municipalities making up the Almaguin area and staff, students and parents of those attending the High School to look at and act upon;
The options available for rebuilding or refurbishing Almaguin Highlands Secondary School.
Methods of increasing enrollment at the school.
Increased community involvement to keep the school a viable entity;
And that our resolution be directed to the Chairman of the Near North District School Board and each municipality in the Almaguin area for their support.

Council for the Village of Burk’s Falls have read the resolution circulated by the Municipality of McDougall regarding the Town of Parry Sound being required to pay policing costs attributable to providing court security.
And that Council agrees with the Municipality of McDougall that it is unfair to require the District of Parry Sound Area Municipalities to assume policing costs for security provided for a Provincially owned District Court Facility:
Now therefore Council for the Village of Burk’s Falls supports the Municipality of McDougall in their request to the Minister of Finance, amend the OMPF formula so that policing costs attributed to providing court security for the Parry Sound District Court House be the sole responsibility of the Provincial Government;
And that we forward our support to the Municipality of McDougall for their presentation.

Cathy Still – Rex Smith
The Council for the Village of Burk’s Falls have read the resolution circulated by the Township of McKellar regarding their placement with the West Parry Sound District municipalities and the North Bay Parry Sound District Health Unit.
And that we support the placement of the Township of McKellar into Area #6 and forward our support to the Township of McKellar for their presentation to the Ministry of Health.

The Council for the Village of Burk’s Falls have read the resolution from the Township of McMurrich/Monteith regarding the Assessment Act R.S. o. 1990, Section 3 (110) exempting organizations from municipal taxation;
And that the Council for the Village of Burk’s Falls supports the concerns expressed in the resolution from the Township of McMurrich/Monteith;
And that we forward our support to the Township of McMurrich/Monteith for their collection and presentation to the Provincial Government.

That the Council for the Village of Burk’s Falls accept the Accounts Payable as presented up to and including June 28, 2005 in the amount of $177,664.19 and hereby authorize the Clerk/Treasurer to issue cheques for same.

That the Council for the Village of Burk’s Falls do now adjourn at 10:30 pm until the next regular meeting of Council on July 26, 2005.
