COUNCIL MINUTES
The regular meeting of the Burk’s Falls
Council was called to order at 7:00 pm on Tuesday, July 27, 2004. Members
present were Reeve Ron Russell, Councillors; Cathy Still, Bruce Campbell
and Rex Smith who arrived at 8:00 pm.
Delegations to see Council were the Special Events Committee. They updated
Council on the activities planned for the Greg Boyes Day on August 14,
2004. A copy of their latest newsletter was presented to Council including
ideas for future plans to beautify Ontario Street which includes new
flower baskets, security cameras, more garbage cans, street lighting, new
signage at the north and south entrances.
The following Resolutions were passed:
2004-141: Cathy Still – B. Campbell
That we adopt the minutes of the June 22, 2004 meeting as circulated, the
July 12, 2004 and the July 20, 2004 meetings as read.
2004-142: Cathy Still – B. Campbell
That the Council for the Village of Burk’s Falls recognized the Special
Events Committee as a Committee of Council;
And that August 14, 2004 Annual Greg Boyes Day be deemed a Special Events
Community Event.
2004-143: B. Campbell – Cathy Still
That the Council for the Village of Burk’s Falls approves the proposal
from the Burk’s Falls & District Fire Fighters Association to purchase an
ATV at a cost of $7,000.00.
And that the supporting municipal councils will reimburse the Fire
Fighters Association over a 3 and a half year period for the cost of the
ATV.

That we give a donation to the Near North Crime Stoppers Program in the
amount of $100.00.

That the Council for the Village of Burk’s Falls approve the Burk’s Falls
District Historical Society’s application to conduct a raffle lottery
provided all regulations are adhered to.
2004-146: B. Campbell – Rex Smith
That the Special Events Committee be allotted $240.00 (plus applicable
taxes) for the purchase of potted plants for the hangers on Ontario
Street, allow the committee to use the parking lot sign to advertise Greg
Boyes Day; and allow them to corner off the town parking lot across from
the town office on August 14, 2004 from 6 am to 4 pm.

That we purchase 5000 copies of the Historic Village brochure at a cost of
$550.00 plus taxes.

That we have read the resolutions circulated by the City of Kawartha Lakes
regarding the Municipal Performance Measurement Program.
And that Council for the Village of Burk’s Falls agrees with the City of
Kawartha Lakes that the current program does not allow for an analysis
which is meaningful; And that the current system does not factor in the
significant variances and complexities of the services which exist within
municipalities.
Therefore Council wishes to support the City of Kawartha Lakes in their
presentation to the Minister of Municipal Affairs & Housing requesting
reconsideration into this program.
2004-149: B. Campbell – Cathy Still
That we have read the resolution circulated by the Township of Killaloe,
Hagarty & Richards and the Municipality of Hastings Highlands expressing
concern with Reg 170 and the affects this regulation will have on small
municipalities.
And that Council for the Village of Burk’s Falls supports the concerns
expressed in these regulations.
And that our support be sent to the Township of Killaloe, Hagarty &
Richards for their presentation to the Premier of Ontario and the Minister
of Environment.
2004-150: B. Campbell – Cathy Still
That we have read the resolution circulated by the corporation of the
Municipality of North Grenville regarding Bill 52.
And that the Council for the Village of Burk’s Falls supports Bill 52
which is an “Act to Amend the Fire Protection and Prevention Act 1997,” in
order to protect the employment of volunteer firefighters;
And that our resolution of support be sent to the Municipality of
Community Safety & Correctional Services.
2004-151: Cathy Still – B. Campbell
That we have read the resolution circulated by the Township of Severn to
petition the Provincial government on behalf of the municipalities of the
Province of Ontario, for funding with respect to Emergency Management Act.
And that the Council for the Village of Burk’s Falls support the
recommendations submitted by the Provincial Advisory Committee to
Emergency Management Ontario and the Provincial Government for funding of
municipal emergency planning.
And that our support be sent to the Township of Severn for their
presentation to the Premier of Ontario.
2004-152: Cathy Still – B. Campbell
That we have read the resolution (2004-123) circulated by the Town of
Iroquois Falls, to petition the McGuinty government to make gas tax
available to all Ontario municipalities, and that funds be dispersed on a
system such as equalized assessment to ensure fair distribution;
And that the Village of Burk’s Falls supports this resolution;
And that our support be sent to the Town of Iroquois Falls for their
presentation to the McGuinty government.
2004-153: Cathy Still – B. Campbell
That we have read Resolution #4 circulated by the Village of Sundridge
regarding the POA.
And that we support the concern of further severance packages granted to
terminated employees of the Town of Parry Sound.
And that our resolution of support be sent to the Village of Sundridge for
their presentation to the POA.
2004-154: B. Campbell – Cathy Still
That the Council for the Village of Burk’s Falls have read the letter from
the Almaguin Highlands Strategic Plan Implementation Committee regarding
the lack of high speed internet access throughout Almaguin Highlands;
And that we support in principle, the development of a wireless Internet
Protocol Network supporting broadband internet access within the Almaguin
Highlands with the understanding that Blue Sky Net has made application to
the NOHFC for this project.
And that our resolution support be sent to the Almaguin Highlands
Strategic Plan Implementation Committee for their collection.
2004-155: B. Campbell – Cathy Still
That the Council for the Village of Burk’s Falls have read By-Law 16-2004
being a by-law to adopt a water & sewer policy for the Village;
And that Council authorizes the Reeve and the Clerk to sign this by-law
and affix the Seal of Corporation thereto.

That the Council for the Village of Burk’s Falls hereby sets the rates for
water and sewer services effective July 1, 2004 as follows;

0-5000 gals
$45.00 for a minimum of 5,000 gals bi-monthly
6,000 – 10,000 $3.33
additional per 1,000 gals.
11,000 – 100,000 $2.40 additional per
1,000 gals.
101,000 & up
$1.28 additional per 1,000 gals.
SEWER RATES SHALL BE EQUAL TO WATER RATES.

$75.00 bi-monthly
6,000 – 10,000 gals $5.40
additional per 1,000 gals.
11,000 – 100,000 gals $3.91 additional per 1,000

2004-157: Cathy Still – B. Campbell
That we have read and approve By-law 17-2004 being a by-law to set the
2004 Municipal Budget and the 2004 Tax rates for the fiscal year.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2004-158: Rex Smith – Cathy Still
That we have read and approve By-law 18-2004 being a by-law to adopt a
parking by-law;
And that we authorized the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2004-159: B. Campbell – Cathy Still
That the Council for the Village of Burk’s Falls have read and approve
By-law 19-2004 being a by-law to adopt a policy to regulate and control
cats in the Village of Burk’s Falls.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the seal of the Corporation thereto.
2004-160: Rex Smith – B. Campbell
That we accept the Accounts Payable as presented up to and including July
27, 2004 in the amount of $121,669.76 and hereby authorize the
Clerk/Treasurer to issue cheques for the same.

That we do now adjourn at 11:00 pm until the next scheduled meeting on
August 24, 2004.
